Connecting Communities and Amenities Should Be an Absolute Priority

Local Councillor Bob Quinn (Green Party) called for the immediate identification of six so-called ‘permeability schemes’ in the Naas Municipal District.


Permeability schemes allow citizens to get more easily from one area to another, for example, the removal of a wall or the building of a bridge between housing estates, schools or amenities, would be considered permeability measures.  Such measures are important because they encourage active travel, which means travelling on foot or by bike, leading to the reduction of carbon emissions.



An example of a permeability measure would be removing a wall between Water’s Edge and Landen Park estates, making it easier for residents of Landen Park to get to the GAA Club, and to Sallins railway station, for example.


At the January meeting of Naas Municipal District, Councillor Quinn called for the putting forward of six costed, non-controversial permeability measures for completion by the end of the year.


“We are halfway through the Naas Local Area Plan 2021–2027 and KCC has so far not introduced any permeability measures and has no plans to,” said Councillor Quinn after the meeting. “The funding is available through the Local Property Tax. All permeability measures must satisfy Part 8 of the planning permission application process, which involves public consultation. This takes time, so it’s an absolute priority that we see a range of new permeability measures put forward for consultation immediately and implemented by the end of 2024.”
